For distinguished service to public administration, particularly through leadership in the development of public service performance and professionalism.

Former Australian Public Service Commissioner, Ms Briggs was Chief Executive of Medicare Australia until 2011 and Deputy Secretary of the Department of Transport and Regional Services in 2004.

Professor Robert Graham CLARK AO
NSW
For distinguished service to science and technology through leadership and governance of the scientific community of the Australian Defence Force and through contributions to quantum computing and nanotechnology.

Professor Clark was Chief Defence Scientist with the Defence Science and Technology Organisation until 2011.

Alistair Murray McLEAN AO
Victoria
For distinguished service to the advancement of Australia’s diplomatic, trade and cultural relationships in Asia and for significant leadership and co-ordination roles in the Australian, International and local communities in Japan, following the earthquakes and tsunami of 11 March 2011.

Mr McLean was Australia’s Ambassador to Japan in 2011 and managed the Consular response to Australians and Australia’s support for Japanese communities affected by the earthquakes and tsunamis.

For distinguished service as Commander, Border Protection Command, Commander, Joint Education and Training, and Commandant of the Australian Defence Force Academy, and for outstanding scholarship in the study of Australian naval history.

Rear Admiral Goldrick’s distinguished service and devotion to duty in senior command positions have greatly increased the operational effectiveness of the Australian Defence Force.

For distinguished service to the Australian Defence Force as Commander Joint Logistics and as Head Land Systems Division.

Major General Cavenagh has led substantive change in the areas of strategic logistics and the procurement of equipment in Defence.

For distinguished service as Deputy Commander Joint Task Force 633 in Iraq, Director General Personnel - Army and as Head People Capability.

Major General Fogarty has led profound strategic change for Australian Defence Force personnel.

Professor Dopita has been Professor of Astronomy at the ANU’s Research School of Astronomy and Astrophysics since 1975.

Mr Marchant was Chief Executive and Managing Director of the Australian Rail Track Corporation until 2011.

For significant service to sport, particularly cricket, as a commentator, and to the community.

Jim Maxwell has been a sports commentator with the ABC since 1973, covering more than 250 cricket tests, four world cups and many other sporting events.

For significant service to public administration through the development of social policies, the reform of federal financial relations and government services.

Ms O’Loughlin has been Executive Councillor and Head of Secretariat for COAG’s Reform Council since 2009.

For significant service to archaeological scholarship, particularly of the Australian desert regions.

Dr Smith is Senior Research Fellow with the Centre for Historical Research at the National Museum of Australia. He has been with the museum since 1996.

Ms Williams was Director of the Australian National Maritime Museum until 2012.

Australian Square Kilometre Array Pathfinder
For outstanding public service to Australian astronomy and for leadership of the Australian team bidding to host the international Square Kilometre Array facility.

Dr Boyle initiated the design and construction of ASKAP, the new $200m radio astronomy survey telescope now being commissioned at the Murchison Radioastronomy Observatory in Western Australia.

For outstanding public service and contribution to the Australian community through the development and implementation of the National Broadband Network.

Ms Cullen has been with the NBN project since its beginnings, leading the provision of advice to Government on a wide range of policy issues related to the establishment of the network.

For outstanding public service to the Commonwealth through leadership of the Australian Government Solicitor’s National Dispute Resolution practice, and for outstanding service to the Australian community through contribution to the development of the law and legal practice in Australia.

Mr Daley is Chief Solicitor of the National Dispute Resolution practice for AGS. He manages the most complex dispute matters for the Commonwealth and gives complex and sensitive advice to agencies.

For outstanding public service through the development of policies in radioactive waste management, nuclear safeguards and rehabilitation of the former nuclear test sites at Maralinga.

Mr Davoren is Australia’s lead policy officer in radiation safety and radioactive waste management and has served the Australian Public Service for the past 37 years.

For outstanding public service through leadership in arts administration in leading public institutions.

Mr Froud has played a leading role in arts administration in public institutions over the past 30 years. He is currently Deputy Director at the National Gallery of Australia.

For outstanding public service through the development of Australia’s strategic and defence policy, particularly in the areas of Australian Defence Force operations in East Timor, Iraq and Afghanistan.

Mr Jennings has led policy development for Australia’s defence relationships with Papua New Guinea, New Zealand and Singapore and has made a major contribution to the Australia-United States alliance.

For outstanding public service to the Australian Public Service, especially to the welfare and social inclusion aims of government.

Ms Lewin has made a major contribution to Emergency Management operations and her Department’s Social Work Service relating to the 2012 floods in Queensland, NSW and Victoria, the New Zealand Pike River Mine disaster, Cyclone Yasi and the Christchurch earthquake. She also deployed Social Work staff to Japan following the 2011 earthquake, tsunami and nuclear threat.

For outstanding public service in the area of Indigenous land policy.

Mr Litchfield has been involved in national land rights policy for over 15 years, playing a major role in every significant decision by the Commonwealth in the field.

Former Deputy Public Service Commissioner
For outstanding public service through administrative reforms including a crucial role in leading ‘The Review of Employment Pathways for APS Women in the Department of Defence’ and significant contribution in the development of the Reform of Australian Government Administration ‘The Blueprint’.

As Deputy Public Service Commissioner, Ms McGregor developed an agenda for APS reform entailing commitment to an APS-wide human capital strategy, organisational capability reviews, citizen survey, talent management centre and enhanced workforce planning.

David John MASON PSM
Australian Human Rights Commission
For outstanding public service in developing policy and pursuing strategic goals in relation to non-discrimination and broader human rights agendas.

Mr Mason has extensive knowledge of human rights legislation and policies has led him to become the font of knowledge for the Australian Human Rights Commission. Over recent years he has played a major role in the Commission’s contribution to work on an equality law for Australia.

Rachel NOBLE PSM
Department of the Prime Minister and Cabinet
For outstanding public service as Australia’s National Security Chief Information Officer.

Ms Noble was appointed Australia’s first National Security Chief Information Officer (NSCIO) in April 2009 and later given responsibility for coordinating cyber policy across the Australian Government. She left PM&C in 2102.

Judith Elsie ROBINSON PSM
Foreign Affairs and Trade
For outstanding public service to the development and delivery of Australia’s foreign aid program.

Ms Robinson was posted to Suva in Fiji in February 2008 and was required to act as High Commissioner when the Australian High Commissioner was expelled from the country. Ms Robinson stepped into the frontline position at a time of great tension between Australia and Fiji and was required to make strategic decisions in a difficult and fragile political environment. She provided high quality advice to the Government on Fiji and the Pacific region and demonstrated exceptional leadership.

Vicki Denise RUNDLE PSM
Education, Employment and Workplace Relations.
For outstanding public service in improving the quality of early childhood education and care for Australia’s children.

Mrs Rundle has worked tirelessly to achieve significant national landmarks for early childhood in Australia. Her work led to the development and implementation of the first national quality framework for early childhood education and care and the National Early Childhood Development Strategy.

Pip SPENCE PSM
Broadband, Communications, and the Digital Economy
For outstanding public service and contribution to the Australian community through the telecommunications regulations reform associated with the implementation of the National Broadband Network.

Ms Spence developed the regulatory reform packages needed for the National Broadband Network actively negotiated by DBCDE and the telecommunications industry. She also led the group responsible for reforms that led to the separation from Telstra.


AUSTRALIAN POLICE MEDAL (APM)

Commander Bruce Philip GILES APM
Canberra
Commander Giles has focussed on international operations for the past 11 years, coordinating Operation Logrunner that located and seized 357 kilograms of heroin in Fiji and serving in overseas countries investigating counter-terrorism and transnational crime.

Detective Superintendent William Edward (Bill) QUADE APM
Canberra
Detective Superintendent Quade joined the Australian Capital Territory Police in 1975, transferring to the Australian Federal Police on its creation in 1979.
   He has served overseas as part of the United Nations Peacekeeping Force in Cyprus in 1988 as well as Timor-Leste, Solomon Islands, Papua New Guinea and Vanuatu.

Assistant Commissioner Justine Georgina SAUNDERS, APM
Canberra
Assistant Commissioner Saunders worked in New York for 3 years as Australia’s Police Adviser to the Australian Mission to the United Nations, later developing an AFP overseas Pre-Deployment Training Program, the first to be recognised by the United Nations.
   She has managed a range of sensitive investigations and performed both the Manager International and Manager Domestic roles in the Counter- Terrorism portfolio.
